Pearland Is One City in Three Counties — and That Decides Which Courthouse Gets You

Start with the fact that surprises almost everyone: Pearland — the county’s biggest city, 125,828 people at the 2020 Census and still climbing — sits in three counties at once. Most of it is Brazoria, but the city limits run into Harris County on one side and Fort Bend on another. Same police department, same streets; the county line under your tires when the stop happened decides whether your case goes to downtown Houston, to Richmond, or down 288 to Angleton. We’ve seen neighbors on the same block end up in different courthouses. Where the case lands is the first question we answer, not an afterthought.

South of Pearland the county changes character fast. Manvel and Iowa Colony are growing at a pace that has Manvel planning for 130,000 residents where 8,000 recently lived — new subdivisions, new patrol beats, new dockets. Alvin sits on SH-35, Lake Jackson and Clute anchor the Brazosport end, and SH-332 carries everyone’s beach traffic out to Surfside, where the Bluewater Highway runs the last narrow miles up the coast toward San Luis Pass. At the county’s industrial floor: Freeport, home to what the Texas Comptroller calls the largest integrated manufacturing site in the Western Hemisphere — the Dow complex — and Port Freeport, which moved 39.3 million tons of cargo in 2025. 02 · THE COURTHOUSE

Everything Serious Goes to Angleton

However big the county gets, the criminal docket still funnels to one address: the Brazoria County Courthouse at 111 E. Locust Street in Angleton, the county seat — with courtrooms in the adjoining building across at 237 E. Locust. The felony docket runs through three criminal district courts — the 149th, the 239th, and the 412th. Misdemeanors — the DWIs, the first-time assault charges, the theft and possession cases — go to the four County Courts at Law, sitting in the same courthouse. In a typical year the system moves real volume: 3,199 felony charges and 4,784 misdemeanor charges disposed in FY2023 alone.

Two things about Angleton’s docket are worth knowing before anyone talks strategy. First, the drive: for a Pearland or Alvin defendant, court is 25-plus miles from home, and every setting is a workday morning on 288 or 35 — one more reason it matters that in many settings we appear so you don’t have to. Second, the off-ramps: Brazoria County runs four adult specialty court programs — a Veterans Treatment Court, a Drug Court, a Recovery Court for DWI cases, and a Mental Health Court. Those dockets exist for a reason, and knowing who qualifies, and when to raise it, is part of defending a case here — not a footnote to it.

This County Can See the Cost of a Conviction From the Road

Drive the farm roads around Rosharon and you pass them one after another: the Ramsey Unit, the Stringfellow Unit, the Terrell Unit, the Memorial Unit — the prison Texas called Darrington until it was renamed in 2021 — and, closer to the coast, the Clemens Unit outside the town of Brazoria. Five state prisons in one county. Most Texans think of prison as an abstraction somewhere far away. In Brazoria County it’s the scenery on the way to the beach.

We put that on the page for one reason: it is the clearest argument anywhere in Texas for treating a criminal charge as a fight and not a formality. The State’s burden doesn’t soften because the stakes are visible — every element, beyond a reasonable doubt, under the presumption of innocence in Penal Code §2.01, in Angleton exactly as in Houston. Statewide in FY2025, Texas courts dismissed 45.7% of all disposed misdemeanor cases, about one felony disposition in four, and 56.6% in family-violence assault cases (Office of Court Administration). Those aren’t acts of kindness. They’re what it looks like when the State’s checklist fails. And there is exactly one lawful door a dismissal walks through:

The arresting agency map is wide: Pearland PD alone fields 185 sworn officers handling roughly 39,000 calls a year, and the city departments run from there — Alvin, Lake Jackson, Angleton, Freeport, Clute, Manvel, Richwood, Oyster Creek, West Columbia, Sweeny, Surfside Beach’s small force on the sand, and Iowa Colony’s own department in one of the fastest-growing cities in America. Custody runs through the Brazoria County Detention Center at 3602 County Road 45 in Angleton, run by the Sheriff’s Office — families can reach the jail’s information line at (979) 864-2336, and should remember that calls from custody are recorded, so the only safe message is: say nothing about the case, the lawyer is coming. At magistration the bond gets set — personal, surety, or cash — and art. 17.028 of the Code of Criminal Procedure makes that an individualized decision with the least restrictive conditions that do the job. That is language to argue from, not a formality to sit through. The first number is an opening position.
