01 · THE CALENDAR

This County’s Arrest Machine Runs on Dates

Look at a year the way the county’s police departments do. February: Mardi Gras! Galveston, one of the largest in the country, with 350,000-plus visitors expected on the island. March: spring break, when the first weekend alone has produced 70-plus arrests between the island and Texas City, and Galveston PD closes beach access points to control the crowds. May: “Jeep Weekend” on the Bolivar Peninsula — 286 arrests and 43 recovered guns in 2025, in a single weekend, most of it handled by the Sheriff’s Office because Crystal Beach and Port Bolivar are unincorporated and the Sheriff is the law there, checkpoints included. November: the Lone Star Rally pours roughly 400,000 people and 150,000 motorcycles into the island’s downtown. And every week of the year, the Port of Galveston — the fourth-ranked cruise homeport in the United States, projecting 445 sailings and some two million passengers in 2026 — cycles travelers through the island’s bars and hotels, while the free SH-87 ferry moves a million and a half vehicles a year to and from Bolivar.

The enforcement map is wider than visitors assume: Galveston PD on the island; League City PD up the Gulf Freeway in the county’s largest city — nearing 119,000 people, twice the size of Galveston city itself; Texas City, Friendswood, Dickinson, La Marque, Santa Fe, Hitchcock, Kemah — where a 60-acre boardwalk district draws crowds far bigger than the little city around it — plus Jamaica Beach, Tiki Island, the Port of Galveston’s own police force, the campus departments at UTMB and Texas A&M–Galveston, four constable precincts, DPS on the causeway, and Sheriff’s deputies everywhere no city writes the tickets.

One rule alone would prevent a meaningful share of the island’s citations: on Galveston’s public beaches, alcohol is prohibited everywhere except East Beach — R.A. Apffel Park — and glass is banned on every beach, East Beach included. The county’s tourist economy invites the party; its ordinances define exactly where the party is legal. Most people find out the boundary exists when they’re standing on the wrong side of it.

02 · THE BUILDING

Wherever You Were Arrested, the County Runs Through 600 59th Street

Galveston County concentrates its criminal system into one address on the island: the Galveston County Justice Center at 600 59th Street. The five felony district courts — the 10th, 56th, 122nd, 212th, and 405th — sit there. The three County Courts at Law that carry the misdemeanor docket sit there. The District Attorney’s office works there. The jail is minutes away at 5700 Avenue H, and the county even runs its Magistrate Court on-site seven days a week, 5 a.m. to 10 p.m., holidays included — because a county that arrests on weekends has to magistrate on weekends. A League City DWI, a Friendswood assault, a Bolivar weapons charge: if it’s Class B or above, it crosses the causeway to 59th Street.

The volume is serious and the county moves it: in FY2025, Galveston County’s district courts took in 4,335 new felony cases and its County Courts at Law 6,644 new misdemeanors. And one feature of this county’s system is worth more than most people’s bail money: after federal litigation over its bail practices, Galveston County provides appointed counsel at initial bail hearings for indigent felony arrestees — a lawyer, at the magistration itself. The bond decision is individualized by statute (CCP art. 17.028), the least restrictive conditions the case supports — which makes the first hearing an argument a prepared lawyer can win, not a number to accept. Galveston County’s criminal justice leadership is in generational turnover. A new sheriff took office in January 2025 — Jimmy Fullen, after Henry Trochesset’s twelve years. In October 2025, after District Attorney Jack Roady retired following fourteen years in office, Kenneth Cusick — a former federal prosecutor — was appointed Criminal District Attorney, with the office on the ballot in November 2026. Precinct lines for the county’s justice and constable courts were redrawn in 2026. None of this changes a single element of a single offense. It changes something practical: institutional habits are in motion, charging and plea postures can shift with new leadership, and a defense built on “how this county has always done it” is a defense built on sand. How does bond work at the Galveston County Jail?

Is it legal to drink on the beach in Galveston?

The peninsula is unincorporated, so the Galveston County Sheriff’s Office polices it — during event weekends, with checkpoints — and anything Class B and above is filed by the Criminal District Attorney and heard at 600 59th Street, a ferry ride and a lifetime from the beach where it started. Can the person who called the police drop my charges in Galveston County?

No. Texas law gives that power to the State alone — dismissal happens by the prosecutor’s written motion with the judge’s consent (CCP art. 32.02), on the island as everywhere in Texas. My Galveston County case was dismissed. Can I erase the arrest?

In most dismissal scenarios, yes — by expunction, filed in the county of arrest (CCP art. 55A.251). A vacation arrest doesn’t belong in your background checks for the rest of your life, and the petition is the tool that removes it.
